Biography

A professional with extensive experience in television, advertising, and audiovisual production. He currently stands out for his career as Director of Cameras at Canal +MAS 23 and Canal 21 RCM, both focusing on TV and advertising.

At Agencia Publi 4, he specialized in editing and visual effects (VFX) animation for advertising campaigns. He was General Manager of Panorama Vision and Megavisión Enterprise, leading advertising companies specializing in billboards, and of Good Service Inc., a dry goods retailer.

Additionally, as a Music Video Director, he has produced over 15 professional works for Los Rabanes, including their Latin Grammy-winning album, and over 10 for Gaitanes, also participating in their Latin Grammy-winning album.

With a versatile profile, Roger Chalmers combines technical and managerial skills to excel in the creative and advertising industries.

Biography

Specialist in heavy machinery and industrial equipment, with over 30 years of experience in Peru and international markets. He has led the detection, negotiation, and logistics of machinery from the United States, Canada, Latin America, Europe, and Asia, with a focus on Japan, primarily serving clients in Latin America.

He currently represents Tauro Equipment (Netherlands) and RSole, Inc. (Houston, Texas) in the region. Previously, he was CEO of Panamaq in Panama City, distributing machinery in Latin America, and CEO of Worldwide Machinery's (Houston, Texas) subsidiary in Colombia. He is a founding partner and director of TECNIOBRAS, a construction company, and was Commercial Manager of VIVARGO, an expert in extra-heavy load transportation.

He also led the marketing of used equipment at Ferreyros SA, the main subsidiary of FERREYCORP SAA, a multinational company with revenues exceeding USD 1.5 billion. A marketing and mechanical engineering professional, he stands out for his strategic vision and global experience.

Colombian lawyer and agricultural economist from Cornell University, with studies in Public Finance (Luigi Bocconi, Italy) and Corporate Governance (Kellogg School, Northwestern). With over 30 years leading transformational projects in the Americas, he is an innovation strategist in public and private initiatives. He was President of Ecopetrol SA (2019-2022), leading the acquisition of ISA SA for USD 4.25 billion and a joint venture with Occidental Petroleum in Texas (USD 6 billion).

He also chaired the Bogotá Chamber of Commerce (2018-2022) and the Colombian-American Chamber of Commerce in Miami (1995-1997). As Executive Director of the IDB (2002-2010) for Colombia, Peru, and Ecuador, he negotiated the ninth capital replenishment. He created Amarillas.com (1999-2001), a pioneering B2B platform, and BASC (1996), an anti-trafficking program.

Chief negotiator at the FTAA (1991) and FTAA (1994), and strategist for the winning presidential campaign in Colombia (2018-2022). He currently seeks to advise or lead transformational projects at international corporations, contributing his expertise in digital technology and physical development.

Biography

A lawyer graduated from Santa María University and registered with the Bar Association of the Capital District of Venezuela. She specializes in International Maritime Trade with a minor in Maritime Law from the Caribbean Maritime University and in Criminal and Criminological Sciences from the Santa Rosa Catholic University, where she is close to completing a Master's degree in the same field.

With over 15 years of experience in International Trade and Customs, he has provided legal advice on various commodities, INCOTERMS, and legal regimes.

She excels in the drafting of international contracts and ship agency services, offering strategic solutions in maritime and commercial operations. Her solid training and track record position her as an expert in maritime and criminal law, with a practical focus on the international arena.

Dr. Mario Javier Pacheco

Director of International Relations

Biography

UNDP consultant to the Minister of Foreign Affairs of Panama, identifying synergies with Ibero-America. Member of the Bolivarian Society of Panama and the Commission for the 2026 Amphictyonic Congress. He directed the Scientific Think Tank (2024-2025) on migration, human rights, and peace, and chaired FUNEDUCAR (2004-2025).

He was Minister Plenipotentiary and Consul General of Colombia in Panama (2019-2023) and collaborated with CONEAUPA (Confederation of National Councils of Colombia) (2021-2023). He holds a postdoc and PhD in History, a PhD in Political Science (Atlantic International University), a PhD in Educational Sciences (UMECIT), a Master's degree in Peace and Development (UNIMINUTO), and a Specialist in Digital Communication (UNAB). With more than 40 years of experience, he has been a professor at UMECIT (2023-2024) and other universities, authored the Anthem of Ocaña, and is a pioneer in human rights.

A member of multiple history academies and a leader in peace pedagogy, he combines his training in literature, journalism, and politics with a distinguished career in diplomacy and education.
